So you must have some leakage current in either the cord going to the block heater or the block heater itself. It only takes 4 milliamps of leakage to trip the gfci. That puts it pretty close to a 15 amp circuit which in an older GFI could push it beyond the trip limit. I would put in a 20 amp circuit just to be safe.
